Bank Robbery / AFK script

- 3 Cops only to start a bank robbery is too low, instead should be 5.
- Create AFK script. Whenever someone use /afk he is not able to attend in SR's/BR's/etc.. (Which also means if a cop uses /afk he will not be counted in BR cops amount).

It's 3 until activity is higher. /afk implementation won't be added - if you're spawned as cop, you should be actively playing. If you're not, respawn as something else.
